After Fear teleports the city, Cal could send Null back out into the tunnels. After Fear teleports it again, he will leave the tunnels (with any Null in them) behind. However, in between those times, the Null Cal sends into the tunnels may be able to find their way back in. He would not be able to teleport them outside the cave completely.
