FIGHT CLUB SUGGESTIONS

Alright you good boys and girls, I know there's a ton of brawlers in this game and Jacob has enough initiative to get this ball rolling.
Jacob Frye and Ned Wynert aspire to arrange a fight club in a previously inactive tavern, featuring official rules where people can acceptably duke it out and go home only hating each other a little bit. Is this a good idea? Is this a bad idea? Let's talk about it!
So what's the goal here, you ask? I personally just want this down as a solid location where it's assumed people can drop by and fight each other. Whether it's over long term rivalries, someone stole someone's bag of chips, anything. You name it, you can do it. It wouldn't be monitored player-wise so much as assumed someone has an eye on them at the time, unless they break it after lock-up for some secret wrestling. So!
In addition, I'd love a few answers for the following:
So tell me, what are your goals for you and your character if this gets brought to the table? What rules would you and your character want? What consequences would you want for breaking them, if they're caught?
EDIT NOTE: As someone who despises actually carrying out combat threads, keep in mind you don't actually have to do them to thread there. There will be alcohol, score keeping of assumed fights going on, but also probably other forms of gambling depending on how many deck of cards and other things people can get their hands on. If anything, there might wind up being some punching bags for when no one's around and you wanna train in things that won't destroy them. As for kids... it's probably not a place for kids. Duke it out in the kiddy pool unless you're insane OP.

In addition, I'd love a few answers for the following:
- Ned's in it for making money off betting and booze drinking. What are some items that characters would put down on people in the ring?
- Speaking of the ring, is there anything Jacob can make one out of besides spare wood and rope?
- If I make a log describing the fight club, do you actually envision coming back to it if your characters taking each other into the ring? Or would it be better just have it opening and have it assumed/listed in the Where: in threads?
- The rules so far pretty much only consist of no weapons and no powers. Would you like some IC leeway when characters would like to fight, but there's a clear advantage over one and the other?
- Do you ever imagine wanting your character declared champion of the ring until the next time they're taken down? If so, how would you have me go about arranging that?
