Changes to boats would not need to be documented in any official capacity, though if a boat is changed in a significant way, please let us know! As far as handoffs to other characters go, you're free to advertise your altered boat oocly and see if someone would like to take it, but there won't be an official post for keeping track of something like that.

Additionally, nobody is required to use the equipment provided! You can dive however you like. :)
