Fear would be able to transport a group of any size, but for plotting purposes, we can say 20ish or so would be the upper limit, with no lower limit. He would have to physically go with the group in order to transport them, but he would likely return to the city while they're doing their thing because... well, he doesn't want to be in a Null drop ship at all.
However, characters could use the network to call Fear back up to take them home, so he would be available for return transport- of course, if you'd like to put your characters in a little more danger, the option for the Null to somehow block character communications is there, resulting in the group needing to find their own way back down.
The blast would need to be powerful, but the Null ships aren't resistant to magic like the new Null are. These ships were meant for space travel, so the hulls would definitely be thick enough to do that safely, but not thick enough to repel a significant force bursting through them- again, the lack of ship combat makes them slightly weaker in this regard.
