1) While there are initially no patrols, there are Null moving throughout the ship regularly, so while a group might get lucky enough to teleport into a location without any Null, it would be difficult to remain hidden the whole time they were on the ship. And of course, after one group has successfully teleported onto a ship, it will become much more difficult for any further groups to do so - after that point, the Null will institute regular patrols throughout all their ships.
There is no command center, because the Null don't use a centralized command structure. Instead, there are computers all over the ship. Mostly these are accessed via the Null's network, rather than terminals and monitors, but there are a few 'failsafe' terminals scattered throughout, in case of network disruption.
2) While you could certainly try to sync your devices, be aware that the Null are far more technically savvy than the gods, and any device left connected to their network for more than a few seconds will be hijacked. All the data on it will be downloaded, and it will be turned into a receiver, recording audio, video, and GPS signal and sending it back to the Null. It is possible, with care and very fast work, to download a 'snapshot' of movements - essentially, a layout of where things are at the exact moment of download. It will not update and will not remain accurate past the moment it is disconnected from the Null network, but it will be accurate up to that point.
3) Much of the Null weaponry is meant to be attached to their bodies and powered by their internal batteries, but in terms of things that don't require that, characters could find some crowd-killing weapons as well as some more familiar and typical bombs meant for destroying buildings.
